Water District Is Feeling The Hit Of Foreclosure Due To Loss Of Funds
Calaveras County in Water District will face a loss of $120,000 this year as people were vacating their homes due to foreclosure.Most homeowners were lagging behind in their payments of the sewerage bills. That is the reason the county is missing around $65,000. The figure is double compared to the last year.Lynn Gentry, CCWD Auditor-Controller says, “People can not pay their sewer bills all year long without repercussions.” However, they will not face any consequences for that as it is against the rule to stop the service like the water system.Board of Directors of CCWD is concerned over the situation the total budget of the district is fixed which will not lower even if there is lesser usage of the water and sewer connection.
Don Stump already faced a lot of meet on the same issue since taking the post of the Director in December. “This issue isn’t going away and, if I had to guess, it’s getting worse,” he opined. “We need to do something about it.” Finance director Jeffrey Meyer agreed with director Don Stump’s intuition.He further stated, “We are seeing foreclosures continue in this area at a much higher rate than anticipated.”The board members speculate that the taxpayers are not aware that the costs are independent whether there is any assemblage is used or not.The total cost is utilized for retiree benefits, salaries, infrastructure improvements, health insurance and other issues.Phil McCartney, the Chairman of the board states, “If we start shutting off their service and start turning off their fees, our remaining ratepayers will absorb those fees.”
Dennis Dooley was of the opinion that it would be a better idea to declare the county as not suitable for living by stopping the water and sewer services to the homes that came under foreclosure. However, it is difficult to come to know about the foreclosure notices.The district can bill the banks that will own the foreclosed property if they make the process of changing the name of the homeowners. It is a major issue that the district is going to push through its regional legislative.Some opines that the bank delayed the procedure to avoid paying the bills. However, Gentry feels, “They are so backlogged; I don’t think it’s intentional that they are not doing the paperwork.”There is a shortcoming in the policy of the district itself as it has rule of not following the previous owner to pay their outstanding bills. They gave it thought of changing the policy.
